1. Tag clouds are keywords used to associate your picture with things that are similar. You can add up to 70 tags to a certain picture.
2. Users that use creative commons use it to spread their work. There is no copyright on the pictures so people that see what they like can copy the pictures for their personal use.

1. Close, you described tagging. Tag clouds are just a visual grouping of popular tags, with the most commonly used tags appearing larger and/or bolded. It's a quick way to get a sense of what users are interested in.
2. Again, close. CC doesn't necessarily do away with your copyright, it just allows you to set permissions on how people use your work.
